A staffing agency sits at an awkward join. It employs people who work somewhere else, bills a client for their hours, and pays them well before the client pays it. Speed decides who wins: a manufacturing plant with a shift starting Monday will use whichever agency puts a body on the floor first.

The req arrives in a portal the client owns

The agency's own system is only half the day. The other half happens inside systems belonging to clients.

Large employers do not email job orders. They post them into a vendor management system, and the agency competes to see the requisition, understand it and submit somebody before three other agencies do. That means a person on the recruiting desk keeps several VMS portals open in tabs and refreshes them.

Hours behave the same way. A warehouse client approves time in its own timekeeping system, the payroll cutoff is Monday morning, and Friday afternoon goes on chasing supervisors and copying numbers across. The invoice then has to be entered into that client's payables portal on its own schedule.

Avionte carries the placement from job order to invoice

The platform is genuinely deep on the part it owns, and a branch not using it properly is retyping for a living.

Job order management, resume parsing, advanced search and generated job descriptions cover the front of the process. Onboarding is paperless: I-9s, W-4s, state forms, e-signatures and background checks collected in a workflow rather than a folder. Would it ever process or release a payroll?

No. It gathers hours from client timekeeping systems, names the supervisors who have not approved and flags the exceptions, then hands all of that to your payroll specialist. Approving and funding a pay run stays with the person accountable for it.
