What counts as an invalid or incomplete certificate?
It flags a missing signature, a blank or malformed tax ID, no state selected, and any certificate that failed its EXEMPTAX state verification, capturing exactly which field or check failed for each.
Does it re-check a certificate that was already fixed?
Yes. It reviews certificates changed since the last run, so once a defect is corrected the certificate is re-checked and drops off the fix list automatically.
