No. WebRun only reads your estimates to see which ones an addendum touches, then posts a re-check list to Teams. It never edits a takeoff or a Condition. You decide what to update after reviewing the flagged areas.

How does it know which files are addenda?

It matches on the naming and revision cues your team already uses in the plans folder, such as addendum numbers and revision tags. You confirm the pattern during setup so it flags the right files.

Can it post to a channel instead of messaging people directly?

Yes. The re-check list is an internal digest posted to the estimating channel in Microsoft Teams, so the whole team sees the same list rather than a stream of individual pings.
