Will it relaunch a broken Phantom by itself?

No. WebRun reads launch results and queues a Trello card for a human. It never relaunches, edits, or deletes a Phantom, so nothing runs again without you deciding.

Does an empty result count as a failure?

Yes, and that is the point. A Phantom that runs green but returns zero rows is flagged alongside hard errors, because both mean the export is empty tomorrow.

Will it alert me every morning even when nothing broke?

It sends a short all-clear when every Phantom ran fine, so silence never gets confused with a missed run. You can switch that off and hear only about failures.
