No. WebRun only documents where each flow stands and hands it off. Pausing, reassigning, or restarting a flow in Groove is done by the new owner or a manager.
How does it decide which flows to hand off?
It reads which flows are actively running against the departing rep's accounts in Groove, so only genuinely active work gets handed off, not closed or already paused flows.
What if the new owner is not named yet?
The Trello cards are still created and left unassigned, so a manager can review the full list and assign owners before anything is missed.
