Does it create the bulk designs itself?

No. WebRun only checks for design sets your team has already bulk created in Easil and tracks them. It never generates new designs on its own.

What if a design set does not match a request card?

It is still flagged as completed, just noted as unmatched, so nothing gets lost simply because it was not tied to a tracked request.

Will the requester get messaged more than once?

No. Once a set is matched and marked done, it will not trigger another message for the same request.
