Does it touch my watchlist or viewing history?

No. It reads the list and where you left off, then leaves both alone. Nothing is added to or removed from your watchlist, and nothing is marked as watched.

What happens on a week with no new episodes?

Nothing is booked and no message goes out. WebRun only posts to the household group and creates a calendar slot when something new has actually landed.
