No. WebRun only flags a comment as an open question in the digest. Replying and resolving it is left to the team.

Will I get a text every single day?

Only on days with new board activity. If nothing changed since the last run, WebRun skips the text so it does not become noise.

Does it work across every team board?

Yes. It checks every board the team has access to and groups the digest by board, so nothing gets missed just because it is a smaller project.
