Will it post anything to the streamer's channel or chat?

No. WebRun only reads whether a channel is live. It never posts, chats, or interacts on Twitch itself.

How does it avoid alerting twice for the same stream?

It compares each channel's live status against the last check, so a card and alert are only created the first time a stream goes live, not on every check while it stays live.

Can it track whether the sponsor mention actually happened?

It can't watch the stream content itself. The Trello card is there so a team member can confirm the mention and move the card once it's verified.
