Does it re-send the agreement to anyone?

No. WebRun only reads the acceptance events PactSafe already recorded. It never sends or re-sends a clickwrap agreement to a party.

Will it contact the party who didn't accept?

No. It only alerts you on WhatsApp and updates your internal calendar event. It never messages the other party.

What counts as incomplete?

Any acceptance event PactSafe itself shows as started but not completed, so the exception list always reflects PactSafe's own recorded status.
