Will it sign devices out or change my password?

No. WebRun only reads the account page and reports what it sees. Signing out a device, changing a password or removing a profile stays a manual action you take in Netflix.

How does it know a sign-in is unfamiliar?

It compares this week's device and activity list against the snapshot filed in Google Drive last week, and calls out any entry that was not there before.

Does it change anything about the plan or billing?

No. The membership plan is read for the record only. WebRun never upgrades, downgrades or cancels anything, and it never touches payment details.
