Will it move work off someone for me?

No. WebRun never reassigns a task, changes a date or edits a plan. It shows who is over-committed and by how much, and the project manager decides what moves.

Does it look across more than one project?

Yes. That is the point. It totals each person's booked effort across every plan you point it at, so an overload caused by two projects at once is visible.

What if someone is on leave?

Their available hours for the week are what the check measures against, so a part week or a booked absence lowers the bar and shows up as an overload sooner.
