No. WebRun flags a deal missing an owner so a manager can assign one. It does not decide who should own a deal.

What if a discovery call is already booked?

It checks the owner's calendar first and only books a new call if one isn't already scheduled, so you never end up with duplicates.

Does this apply to every deal, no matter how small?

Yes, every newly created deal gets the same check. You can add a minimum value if you only want it applied above a certain deal size.
