Can I change what counts as complete?
Yes. The checklist is yours: title, description, custom thumbnail, tags and captions by default, and you can add or drop items to match your own publishing standard.
Why does WhatsApp only sometimes fire?
WhatsApp is reserved for videos that are already live and incomplete, because those are visible to your audience right now. Unpublished gaps go to the Teams channel only.
