No. Every feedback request is queued in Twilio unsent. You see the shortlist in Telegram, edit anything you want, and approve before a single message is delivered.

How does it avoid asking an unhappy customer?

It excludes any buyer with a ticket, return, or refund attached to the order in eDesk, so requests only reach people whose delivery went through cleanly.

Will it ask the same buyer twice?

No. It checks who has already been asked recently and leaves them off the list, so nobody gets a second request for a recent order.
