What counts as the abandon threshold?

Whatever number of abandoned calls per hour you consider a problem for that queue. Only queues crossing that number get a card and an alert.

When does the Trello card close?

Once a later check shows the queue's abandon count back within threshold, the card is marked resolved rather than left open.
