Will it appeal or resubmit a rejected creative?

No. WebRun reports the rejection and files the reason. Appealing, editing, or replacing a creative stays with your media buyer, so nothing is resubmitted to the platform on its own.

Does it change campaign budgets or pause anything?

No. It only reads approval status. Budgets, bids, and campaign state are never touched, so a run can never spend money or stop an active campaign.

Why check creatives still in review?

Because a creative sitting in review when the flight starts serves nothing. Flagging it early gives you time to submit a backup before the campaign goes live half dark.
