What counts as a spike?

More than double your normal baseline decline rate. That is the only case that also triggers a Twilio SMS to the on-call engineer, everything else stays in the Telegram update.

Will WebRun refund declined customers or resend a charge?

No. WebRun only monitors the decline rate and reports on it. It never issues a refund, resends a charge, or moves money. Any fix to a declined transaction is left for your team to make.

Does it explain why transactions are declining?

It lists the top decline reasons reported by Worldline alongside the rate, so your team has a starting point instead of just a number.
