Will WebRun move money or issue a payout itself?

No. WebRun never sends a payment, issues a refund, or transfers funds on its own. It only reads Adyen's settlement and decline data, reports on it, and leaves any payout or refund for you to approve.

How is the decline rate calculated?

It compares today's declined and failed payments against your recent average from live Adyen data, so the Telegram ping only fires when the rate is genuinely unusual.

Does it change anything inside Adyen?

No. It only reads settlement and transaction data. It never edits a payment, disputes a chargeback, or changes an account setting.
