Does it reverse or block any refunds automatically?

No. WebRun only flags exceptions and alerts the manager in Telegram. Reversing or investigating a refund is a human decision, and no transaction is changed by WebRun.

What if all refunds that day were within policy?

If no exceptions are found, WebRun sends a brief Telegram message confirming all refunds were within policy. You always get a message, so silence never means it did not run.
