How does it decide a spike is worth a card?
By the threshold you set, either a percentage rise or an absolute amount against the previous week. Services below that threshold are still logged in Airtable but do not create a Trello card.
Does it need billing permissions?
It needs read access to the billing pages of the account you sign it into, the same view a finance-facing team member would use. It never enters payment details and never renews or purchases a resource.
