Will WebRun release a payout or issue a refund on flagged orders?

No. WebRun never sends a payment, issues a refund, or transfers funds on its own. It only reads and exports the settlement report, leaving any payout or refund action for you to approve.

What makes an order get a Notion note?

Any order the Tabby settlement report itself marks as delayed or under review. Ordinary settled orders go straight to the Sheets ledger with no note needed.

Does it duplicate orders already exported?

No. It checks the settlement sheet before adding a row, so an order already exported in an earlier report is skipped.
