Will it retry a failed backup itself?

No. WebRun only reads the backup result and alerts you. Re-running a backup is a step you take yourself in SpiderOak.

Why does a failure also go to Telegram?

The Slack post is the daily summary. Telegram is reserved for failures, so a real problem does not get lost in a routine update.

What if every device backed up fine?

It still posts a short Slack summary confirming a clean night, and skips the Telegram alert entirely since there is nothing to escalate.
