No. WebRun only reads when a post was last updated. It never edits, archives, or deletes a post in Slab.

Why 6 months?

It's a reasonable default for catching genuinely stale content. Ask WebRun to use a shorter window for docs that change often, like policies.

Will an owner get texted every week for the same doc?

No, it checks who was already texted this month, so it's one reminder per doc per month, not a repeat every run.
