No. WebRun only counts open stories tagged as bugs. It never closes, edits, or reprioritizes a story in Shortcut.

What counts as over threshold?

You set the number. WebRun compares each team's open bug count against it every morning and only alerts when a team crosses it.

Will the Teams channel get a message every day?

Only when at least one team is over threshold. A day where every team is under threshold sends no alert.
