Will it dispatch a vehicle for service or discipline a driver?

No. WebRun only reads diagnostics and event data. Scheduling service or addressing a driver stays your fleet manager's decision.

What counts as a harsh driving event?

Whatever Samsara itself flags, such as hard braking or rapid acceleration. WebRun reports what's already detected, it doesn't score driving itself.

How close to the hours of service limit does it flag a driver?

Once a driver is within the buffer you set during setup, so there is time to plan a swap before a violation.
