Will it unblock or reassign a story?

No. WebRun only reads story status and burndown. It never edits, unblocks, or reassigns a story in Rally.

Why text only for stories blocked over 2 days?

Short blocks resolve themselves most of the time. The text is reserved for blocks that have lingered long enough to actually threaten the sprint.

Does the scorecard include defects too?

It covers user stories in the current iteration. If your team tracks defects as their own artifact type, ask WebRun to include those as well.
