How does it know what normal looks like?
From the form's own recent history. Each form is compared against its own average daily submissions, so a form that gets two a day and a form that gets two hundred both get a fair check.
Will it email the form owner automatically?
No. The note is drafted in Gmail and left unsent, so you confirm a real problem before pulling a colleague into it over a quiet Bank Holiday weekend.
