Will it change my engagement programs or send anything?

No. WebRun reads the programs and never adds an email, edits a stream, changes a transition rule, or triggers a send. It reports the gap and the marketer decides how to close it.

How is this different from a pre-send check on one email?

A pre-send check covers a single campaign about to go out. This watches the always on nurture, where the failure is silent: people finish the stream and quietly stop hearing from you.

What counts as an exhausted member?

Someone who has received every active email in a stream and has nothing left to be sent. WebRun counts them per stream and flags the ones with no transition rule to move them onward.
