No. It only reads completion status in Lattice. Writing or submitting a review always stays with the actual reviewer.

Who receives the incomplete list?

Only HRBPs, for their own team. WebRun never emails an individual employee about their own review status.

What happens once the cycle closes?

The Airtable tracker keeps the final completion rate for the cycle, so you have a record for next cycle's comparison.
