Does it message the team member about low activity?

No. WebRun emails the scorecard to the manager only. Any conversation with the team member stays a human one.

What counts as low activity?

Whatever hours or activity-percentage threshold you set. Anyone under it for the week is flagged first in both the sheet and the email.

Does it track anything beyond hours and activity?

No, it reports what Hubstaff already tracks: total hours and activity percentage per project. It doesn't add new monitoring.
