Can it shut down a resource to save money?

No. WebRun only reads billing data and reports it. It never stops an instance, deletes a resource, or changes a quota. Any action stays with your team, so a false alarm can never take production down.

Who gets the SMS, and how often?

Only the number you set, and only on days the projected month total is above budget. Days inside budget produce a Telegram digest and no text, so the SMS keeps its urgency.

Does it work across several projects?

Yes. It reads every project in the billing account you connect and breaks spend down per project, so a single noisy project is named rather than hidden in the total.
