No. It only flags users near or over their quota and schedules a review. Changing quotas is left to an admin.

How close to the limit does a user have to be flagged?

90 percent or higher. Anyone already over quota is marked urgent in the Teams alert.

Does it check every user on the account?

Yes. It checks quota usage for every user each run, so nobody quietly runs out of room.
