Does the stakeholder email go out automatically?

No. It is written into Gmail Drafts and waits for you. You read it, adjust the commentary, and send it yourself, so no readout leaves your account unreviewed.

What counts as an outlier campaign?

Any campaign whose open, click, or unsubscribe rate is well outside your recent average for that audience. Set the threshold yourself, and outliers are named at the top of the readout.
