Can it dispute or block a charge it flags?

No. WebRun never sends a payment, issues a refund, or transfers funds on its own. It only reads charge data and alerts you, leaving any dispute or block to you and Discover.

How does it decide a charge is unusual?

It compares each new charge against your recent spending by merchant and amount, so a charge well outside your usual pattern gets flagged while routine spending doesn't.

Will it ping me for every small flagged charge?

No. Telegram only pings for the single largest flagged charge that run, so you're not getting a message for every minor anomaly.
