How does it decide a bidder has gone quiet?
By last active date. Any permission group with no views or downloads for more than 7 days is flagged as quiet, with the exact date it was last in the room.
Does it look at the Q and A threads?
No. This run reads document and folder activity only. Question threads are left untouched, so the two views of the room stay separate.
