Will it send or schedule a broadcast?

No. WebRun reads the results of broadcasts you already sent. It never composes, schedules, or sends an email, so no subscriber receives anything because of this run.

Does it change any subscriber or sequence?

No. Tags, sequences, forms, and subscriber records are read-only here. Nobody is tagged, unsubscribed, or moved between sequences.

What counts as underperforming?

Whatever gap you set against your trailing average, for example an open rate more than five points below normal. Anything within range is scored in WhatsApp without a Trello card.
