Will it raise purchase orders or contact suppliers?

No. WebRun reads item quantities and reorder points and reports them internally. Raising a purchase order or emailing a vendor stays a decision a buyer makes by hand.

Does it double count stock already on order?

No. Items with an open purchase order are listed separately from items with nothing coming, so the team never orders the same line twice.

What makes an item critical?

Less than 5 days of cover at its recent sales rate, with no stock on order. You can change that window, and non-critical items still appear on the Teams list.
