Will it change a plan or add data on its own?

No. WebRun only reads usage and writes it to Airtable and Google Drive. Any plan change or add-on stays a decision you make yourself in your Bell account.

How early does it warn me?

Every morning of the cycle, not at the end. Each line carries the days remaining beside its usage, so you can act while there are still days left to change something.

Does it message the person using the line?

No. The output is an internal Airtable table and a Drive file for whoever manages the account. Speaking to the user of a heavy line is left to you.
