No. WebRun reads the mailbox and reports what arrived. It never replies, forwards, or sends a certified message, because a PEC reply carries legal weight and must come from a person.
Does it delete or archive anything?
No. Messages are left exactly where they are, unread status included where the mailbox allows it, so your PEC archive stays intact for its legal retention period.
