Will it alert the shipper or consignee as well?

No. The SMS alert goes only to your internal duty manager. Any customer-facing notifications are left for your team to decide on and send through your normal process.

What if the same shipment has multiple exception updates in one hour?

WebRun deduplicates by AWB within each hourly run, so the duty manager receives one alert per AWB per hour rather than multiple messages for the same shipment.

Can it alert different people for different commodities or routes?

Yes. You can configure routing rules in WebRun to send perishables alerts to one manager and dangerous-goods exceptions to another, based on commodity or route.
