It checks both conditions in CoreCampus: 100% of required clock hours logged and a passing grade in every course. Only students meeting both show up.
What if a grade changes after the certificate is drafted?
The registrar is notified before anything is signed, so a late grade correction can be caught and the draft updated before it goes out.
