No. It only suggests a new price based on the live StockX bid and ask. Every price change is left for you to approve and apply yourself in Copyt.

How does it decide a listing is stale?

By days on shelf. Anything unsold past 30 days gets flagged, so the suggestions focus on pairs that have genuinely stopped moving, not ones still fresh to the market.

What if the market price is lower than my cost?

The suggestion still shows, with the current market price alongside your listing, so you can decide whether to hold, drop below cost, or move it to a different channel.
