No - closing issues is a human decision that requires context. WebRun surfaces them; you decide what to keep, reassign, or close.

How do I set the staleness threshold?

The default is 30 days of inactivity, but you can change it in the plan - some teams prefer 14 days, others 60.

Can it cover multiple Jira projects or Linear teams?

Yes. Add as many projects or teams as you like and they all appear in one consolidated weekly report.
