Will it re-run a failed notebook on its own?

No. WebRun only reports the failure and logs it. Re-running a notebook or fixing the underlying cell is left to a human.

How does it find the failing step?

It checks each run's cell-level status, so the log points to the exact cell that errored, not just the notebook as a whole.

What if a project has no scheduled run that day?

Only projects with a scheduled run overnight are checked, so a notebook that only runs weekly won't show up as missing on an off day.
