No. WebRun runs read-only checks and reports what is missing. Activating a campaign, editing an email, or sending to a segment stays a human action inside Eloqua.

What does it actually check?

Four things per campaign: the segment resolves to a real audience, every email has content and a subject, the landing page exists, and the form is linked to the campaign.

Will it post to Slack when everything is fine?

No. Campaigns that pass every check are marked ready in Airtable and left out of the Slack post, so the channel only carries genuine blockers.
