How does it decide which offices to flag?

It compares each office's day against that office's own trailing 30 day average and flags any location running more than 20 percent below, plus any office that reported zero production as a possible data gap.

Can it cover a subset of offices or regions?

Yes. Point it at any list of Denticon office IDs in your run configuration, so a regional director can get just their region while the group leader sees every location.
