Two things you define: a transfer above the value threshold you set, and a transfer to a destination that has not appeared in your history before. Everything else is logged as routine without a text.
Who gets the text message?
Only the account owner number saved on your Twilio account. Any message addressed to a number outside that saved list is held as a draft for you to approve, so an alert can never be redirected.
