Will it ever publish a page live on its own?

No. WebRun only reads draft entries and files a review card. Publishing a page live is irreversible and public, so it always stays a decision a human reviewer makes in Builder.io.

What if a draft is still being written?

It only picks up entries that were already left in draft status at the time of the check, so a page someone is still actively editing is not pulled into review early.

Will every draft get its own review card?

Yes. Each draft entry gets its own card and its own reviewer message, so a batch of content changes does not turn into one confusing task.
