Will it email the client without review?

No. WebRun always leaves the delivery email as an unsent Gmail draft. A person on your team reviews and sends every report.

How does it know the report is actually ready?

It only picks up orders TazWorks has marked Complete with QC passed, so a report still under review never gets drafted for delivery early.

What happens to reports that fail QC?

They're skipped. Only reports that clear QC in TazWorks get a delivery draft, so nothing incomplete goes out.
